Council of Australian Governments

Chemicals of Security Concern

The Council of Australian Governments (COAG), which comprises the Prime Minister, State Premiers, Territory Chief Ministers and the President of the Australian Local Government Association, released a discussion paper on the control of chemicals of security concern on 30 November 2006. Submissions on that paper closed on 1 March 2007. More than 90 submissions were received.

A second round of consultations is expected to take place shortly, followed by a report to COAG.

Ammonium Nitrate Fertilizer

In June 2004, COAG agreed that a national approach would be taken to restrict access to ammonium nitrate to those with a legitimate need.

The Australian Government has worked in partnership with State and Territory governments to introduce the licensing system. The Fertilizer Industry Federation of Australia (FIFA) has also worked with the Australian Government to raise awareness of the licensing system with their members.
